I'm pretty sure that only the testing failures are offered a "second chance". I've heard that if you go through the testing but don't make the "interview" part successful, then it's curtains forever....
Some people don't have any insight into the testing, some are all over it.

It used to be that way. Now it's six months, but I think you still have to score high enough on the testing if you failed the HR portion to be invited back.
