Some do deserve the second shot. I personally lose out through this since they would get to my number quicker, but some really amazing guys both civ/mil have lost out to factors beyond their control. A recruiter informed me that they can't take but so many DCI guys due to killing their feed. Just my two cents, but the second time around if they are really bad I'm sure that will be seen, but some deserved it the first time and I'm glad they get another shot.
