Well, the promise that still exists is 205 upgrades this year (250 according to some), so if that's true, there MUST be a minimum of 19 upgrades each and every month (or an average of that) for the remainder of the year. That said, to upgrade 250 for the year would mean a minimum of 22 per month IF you count February. If the bid isn't issued until March, then you need 25 per month for 10 straight months. Odds of that happening? Zero.
