If you are prior military, you can get 50% off tickets on the circle line boats that tour around Manhattan on the Hudson and East rivers which is a nice way to spend an hour or so depending on the weather (you go right by ellis island, Statue of Liberty, and Staten Island. You also cross under all the famous bridges between Brooklyn and Manhattan. The starting point of the tours is just down the street from Times Square.

Also, we did the day and evening tour on the hop on/hop off bus and it was really worth it, they have a great route at night that goes through Brooklyn on the waterfront looking back at manhattan. Near times square they will be selling the tickets with street vendors, everything is negotiable as far as price. For the posted price of two adults, we got all three kids on free and they threw in the night tour as well.

Also if the weather is bad they have a natural history museum that rivals the smithsonian, and free to military vets. You could spend a whole day in there and not see the entire collections, but may not be a 22yr old's cup of tea.

Last obvious things to do with a 22yr old may be Empire state bldg, go see a show on Broadway, etc. Also, you can ride transit pretty easily from LGA to manhattan, at JFK, there is a flat rate $52 to anywhere in Manhattan cab fare which is a great deal if you have a couple of people and bags!
