I agree. However, after all the trips are assigned for the VTOs, there will always be some left over. If this trip is specifically requested, it is likely that it will go to a VTO holder as opposed to being left in open time. I have had a number of general requests ignored, so I don't have much faith that general requests will be filled. Others may have had better luck.
Honestly, from the looks of it, it doesn't look like a fantastic trip to me.
