Can CS try to cover a GS in base for a hour, can't get anyone in base for the GS, then they move the trip to another base to cover with a resv? They never tried out of base GS. Section 23 of the PWA specifies the order in which they must cover and open time trip. It matters if its more than 12 hours or less than 12 hours from report time.
