It's important to remember that
NEITHER of these recommendations are binding on the FAA (although they frequently incorporate ICAO recommendations).
It will be interesting to see what the FAA and the Cargo companies do now. FedEx charges significant premiums for the shipment of Hazardous Materials. Should we be worried that they'll accept the expensive shipments and consider their pilots "collateral damage"?
