So that is for ASA/XJT combined? And is your total pilots still around 7,000? SW lost about 520 or so CA/FO for 2015 (about 14%) which would be the same for you guys if your total pilots is still 7K.
I think this is the first step to try keeping FO's from going to Virgin, Spirit, Atlas and other airlines that are snapping them up. Plus it may give the senior guys enough of a nudge to get everything updated and off the top of the list. But you have to get people in the door first and they seem to think this will help.
