Edit: I think what you meant to say was not that they would be bypassed for Known Opentime, but would PROBABLY not be assigned Known Opentime based upon their credit in relation to others in their bucket.
If they are the lowest credit in their bucket (such as the only person in their bucket, or another Hybrid holder with more credit), they could still be assigned Known Opentime and not bypassed and only subject to Unknown Opentime.
Is that what you meant?
