The 1500 hour rule isn't a FAA regulation. It's federal law. As in, an act of Congress. Not some bureaucratic, whimsical decree.

Actually, I'm not sure you understand it. Congress mandated that all airline pilots have ATP licenses. However, the FAA retains control over what experience requirements dictate the issuance of an ATP license. If the FAA decides tomorrow that anyone with 300 hours can have an ATP license....
