The retention bonus says that you have to be on property prior to March 1, 2016, I believe. That would mean that new hire FO's will be eligible for the sign on bonus (if prior 121), and FO's already on property will get the retention bonus. Can't get both. Isn't that what it says?
It's two separate announcements, yes. The first is an enhanced sign on bonus for pilots with 121 time. The second is retention bonus for all FOs on property as of today (March 1st). Then on top of that all new hires regardless of experience still get the $5,000 bonus that was already in place.
