Negative ghost rider... You may PTO or UTO down to 70hrs. Green is dropable, black is the floor and requires higher interventions.
(unless something changed recently that I'm not aware of.)
The only way to get below 70 is to PTS/UTS or EMR, OOPs or some other coded absentee.
