Yes, you accrue 9hrs/mo PTO for years 1-5 and you can sell back anything above 100hrs for 1.5x base rate.
Commuters usually burn through their PTO pretty quickly, so they don't sell back very often. I live in base and bid reserve, so I save my PTO and sell back each month to turn a 75hr paycheck into 88.5hrs/mo (9*1.5=13.5).
