Well, since SSNs are assigned randomly, and since everyone has a 1 in 10 chance of getting an "8" as their first number, and a one in 10 chance they'd get a "6" as their second number, it makes sense to me that if you have the first two digits of "86", then you'd be in the top 14%, ie, out of a hundred guys, you'd have 13 guys above you (87-99) and 85 below you while you hold number "86". There is no number "100" above you; think about it.
Those percentages
usually work out, but sometimes they don't. In the 4 Apr class of 35 guys there are currently 5 people (and there might end up being more) with 90 or higher.
