The Guppy is hot because, (1) the captain is too lazy to take the initiative to determine the actual cabin temps, (2) blindly follows perceived apu policy aside from cabin temps, (3) the fo either doesn't advocate or is ignored when does.
Or (4) is following the 737FM which states ground air must be disconnected before using the packs.
