PGD is probably the most junior base in the company. Things move quickly and one class there may be 4 AB to SFB or PIE and then nothing for months. AB goes senior and PGD is AB only so have to have some age to help you get to the bus at least. The 80 is completely different. You could probably get PIE or SFB right out of training. There were plenty of 80 PIE slots left after my class but like I said, things change fast.
