I did a NRT-MSP deviate in January and the system allowed me to book business. I wonder if it's a matter of stations, or maybe how many seats are available. ??
It could also be a direction issue. i.e. FROM the international station is programmed as an over-water leg, or maybe it's just from NRT is allowed business.

(Maybe I'm just special...)
