It could also be a direction issue. i.e. FROM the international station is programmed as an over-water leg, or maybe it's just from NRT is allowed business.

You have to ask crew scheduling to book your BC seat on the front end of your deviation, I believe they will do it up to 14 days ahead of the flt. Deviation at the end you can change in I-crew once you've signed in for your trip. If no BC seats available you go in coach.
