I think it means that you would see more 737 departures out of both LAX and SNA (and less 319/320) since the first sentence is talking about the moving of the 319/320s out of the coasts and into the middle. If that is what it means, I would think that would mean 737s would be growing in LAX while 320s would be shrinking over the coming months/year.
Nobody ever accused these write-ups of being clear!
