From my conversations with knowledgeable folks at the IPA, the current managers don't have any management authority. They can't hire and fire or make major decisions. Following the Teamsters strike in '97, the management group flew struck cargo, beginning the "NURP or Replacement" moniker. This label appeared to be solidified during the furlough when UPS hired several folks into management while furloughing line pilots. Having said all of that, some managers have more authority than others, but the VFR Direct to the left seat new hire manager captain would fall into the NURP category from what I understand.
