I believe the $50 fee is to satisfy the IRS so you don't get taxed for the fair value of every non-rev trip you take. Someone smarter than me will correct me if I am wrong.
Immediate family is exempt from tax. It's just another fee the company collects. Every 5 years or so they try and extend the tax to all non rev travel. ALPA so far has managed to beat that back. Biggest reason I support the PAC.
If we ever lose that issue commuting as we know it goes away!
