Read again, it required specific changes (look up the hugely bipartisan Act too if you want more info) as well as a "Deadline" and if you think Babbitt made these changes without Congress making law requiring him to do so, not Lol, not funny..well I disagree w you this was a great Obama accomplishment. No comprise was needed, it was in final form on time by Obama's FAA and he had it changed after not just signing what his FAA appointee gave him.
