Yes it was. Sterling was not very proactive with getting things done. I believe they are no longer doing the checks, so hopefully things get done a little quicker. I know others had the same issue with them as well.
I have advised many people in the past. When you make it to Phase II you have to make sure you ride Sterling like a $10 ***** almost everyday. If they run into a snag with your processing you might be the last to know. Sometimes it simply take a little intervention from the applicant for small issues, which could otherwise cause you application process to get stalled.
