It was early in his admin and all were just basically ignorant of the impact of that decision. It was a catalyst that made all connected with the Presidents travels to be more proactive....in short a learning event for all.
as a side note many years ago I flew at an airline that had many a retired Air Force pilot whose last gig was the 89th out of Andrews. They pretty much all agreed that the Secret Servce guys had a very different mission profile than they did (flying VIP's) and as such really didn't give much consideration to operational impact of what they did and where they went. All the security stuff is done far ahead of time which limits greatly where AF1 et al goes.
