Military advancement serves an entirely different purpose. They are screening people to move to the next phase of a system which ultimately generates commanding officers, and generals & admirals.
For military assignments WITHIN a peer group (same MOS and duty) date-of-rank seniority is usually what determines schedule once mission, training, and career-development are accounted for. Ie, the senior person gets to take leave over Christmas.
