I think that depends on your category/flying. I think they do what they can to cover international flying. A lot of GSWC's went out last summer in NYC, and I could never for the life of me figure out why they always waited until the 11th hour to cover some of those trips.
I believe once scheduling gets within a certain time threshold they are allowed to do whatever they can to cover a trip, or so I've been told.
