You could probably email Personnel at Delta and tell them you are willing to volunteer in HR so they have a "go-to-guy" who is willing to illegally discriminate based on the military status of a job applicant.
You should also write your congressmen and senators and ask them to rewrite USERRA law, circa 1994 so everyone else could legally discriminate as you'd like to.
They are also good people to advise on your wish to expand the active duty force significantly to account for all the work the reserve components won't be able to accomplish without the relief USERRA.
Note that active duty personnel tend to be a great deal more expensive than their reserve counterparts, so include some verbiage that you'd like to pay higher federal taxes too.
