I assume you are looking at June, which is a 15 day bid month. When you bid reserve, you will "work" 15 days (vacation days + r days). If you do not extend your vacation, you will work 5 R days. If you extend it to 13 days, you'll owe them 2 R days.
It doesn't matter if your vacation touches these days. Splitting the block or conflicting won't change how many days you owe them. You'll get a chance to reconstruct your R days. You can ask then to place your remaining R days where you want, but it's just a request.
Buffers only clear out a footprint. Let's say you want to extend your R days to 13. You put 48 hour buffers on each side. You will get 17 days free from work, but they'll still place 2 R days somewhere on your schedule.
They will charge your vacation bank 10 (or 13 if you extend) times the R day value for your seat.
