I just recently spoke with a flight operations supervisor about this. You are correct in the process of how a current pilot can set up a meeting with a CP or flight ops supervisor. However there are two different types of recommendations. If they get a resume that really impresses them and the meet the person and have the same feeling. They can give them some sort of special rec, which is the ones that are limited to 24/year. However they can meet with an unlimited number of candidates and if they don't quite have the same "wow" factor they can still put in an internal recommendation on airline apps. It of course doesn't carry the same weight as the limited ones but it can't hurt.
