He's talking about the PWG guys, that spend half the month in the office, being able to complete a line with just one trip. This in no way prevents pilots senior to them getting a line.
Because there were several PWG junior captains with 68-73 hrs of pre-assigned credit there was not enough reserves, so the credit window was adjusted to 120hrs allowing senior captains to be forced on reserve meanwhile the PWG people are line holders. They should've been on reserve and the trips they were assigned be put in open time.
