I see your logic, however, just like the guys who were told $10,000 hiring bonus I was told guaranteed interview. (I did not recieve bonus, hotels during training, or first year pay increase) And so you should not offer what I was promised. While everyone else gets there Hiring bonus as promised, hotels as promised, and $35 as promised. The other 50% were not promised a guaranteed interview so I see it difficult to complain if they didn't take the test and are not eligible.
Just like flows. I wasn't promised flow so wasn't mad and didn't feel an injustice to see others go to Delta on it.
