That's all fine and dandy. You could still assign them 90 hours at straight time... you need fewer FAs which reduces overall cost. What I am trying to understand is where there 1.5x for everything over 84 is coming from. What is the history?
Having an abundance of FA is even more of an argument not to give them anything extra. So there must be some history that would be good to understand...
