I use the MOAA supp and in you are correct, they only pay if TRICARE pays first. The best part of using them though is that they have access to TRICARE's system so except for prescriptions, they know what Tricare paid and they automatically pay the copay, often straight to the provider if a hospital or large medical network, or back to you if a smaller practice. You have to file a claim for prescriptions, but they refund the copay as well, so going to civilian pharmacy is much better than waiting in line at the local hospital.
If you go out of network, they pay what Tricare won't pay up to a certain amount (120% of allowable charges last time I checked).
But in all cases, tricare has to pay something for them to pay, so if you try and get hypnotherapy that isn't covered by tricare, moaa won't pay either.
Based on the fact that you don't have to file a claim for normal TRICARE visits alone, I can't imagine using any other supplement company.
Your right though, Deltas sup company isn't subsidized at all by Delta, they just offer you access through payroll deduct so the last time I compared costs they were higher than MOAA as well. PM if you have any questions about the MOAA sup as I have used it for the last few years with no complaint.
