Envoy and PSA are essentially being told 2 different things. It's anyone's guess what AAG's reasoning for that may be. PSA is being told they will resume the transfer in 2017. Envoy is being told 2018. PSA can't attract enough new hires to staff them and Envoy can't attract enough new hires for their goals either. It's anyone's guess what is going to happen to those 700s.
Most likely neither management team is certain what AAG's plan or timeline is, so they're each probably spinning it for their own interests. Let's not forget that the regional industry is built on management teams that graduated
