And the only capts I've heard getting legacy jobs lately are check airmen. But the regional of your choice has little to do with stagnation, the job market does.
I've personally flown with three FO's in the last year that were hired by United. All three are young, white guys that networked like crazy and did multiple job fairs. So it is possible to actually work ones tail off and get the job.
