#1 is a no brainer #2 Given the lack of criteria; I would answer that I would begin the descent when it's necessary and safe to do so! (But my hunch is they're looking for the 3/1 rule) They probably get a lot of new folks who are not used to traveling that fast, even in a Navajo, so I suppose it has been an issue.
