Not sure I agree with you. Imagine only two remaining available pilots.

Pilot A on reserve this month regular line next month requests GSWC premium flying.

Pilot B (reg or res) in this month & regular line next month does not request premium flying (imagine important family event)

In this situation would either get an IAWC Inverse Assignment with Conflict? If so shouldn't it go to the volunteer first.

This is a very rare event, the unicorn of trip coverage.
