In this situation would either get an IAWC Inverse Assignment with Conflict? If so shouldn't it go to the volunteer first.

This is a very rare event, the unicorn of trip coverage.
Nope....simply read the PWA (big, long and boring therefore a lot to ask, I know). Herkflyr is kind of right, but for the wrong reason.

In your scenario, Pilot A is asking for something that does not exist under our PWA - a GSWC on reserve. You need to look at 23.N.25 (trip coverage greater than 12 hours) and 23.O.21. (trip coverage less than 12 hours). In each case, a reserve pilot on X days gets an IAWC before a line holder gets a GSWC. Ergo, it would be superfluous for a reserve pilot to submit a GSWC on a transition trip where that pilot alao holds a regular line in the next bid because he/she would have to be be awarded the trip on an IAWC before a regular line pilot received a GSWC.
