Everyone I've talked to who has been "junior assigned" has been either:
1) A yes-man who would do anything the company asked anyways, and doesn't mind
2) An FNG who doesn't know the contract and answered the phone/accepted the JRA when they didn't have to at all
3) A reserve who has no idea how to bid reserve shifts or golden days, but carelessly just bumbles along for months without knowing the contract at all
4) Some combination of all of the above
Not knocking on ya'll--it takes time to learn the ropes at this and any other airline--but you shouldn't be getting junior assigned "constantly." If you aren't available you aren't available.
