Sometimes the safest thing to do is go to somewhere else and wait it out. It's a dispatch requirement. They have the 45 minute buffer for circumstances like this. Hence the name reserve fuel.
Min fuel doesn't receive special handling. It's just a notice that you cannot accept little or no delay.
