I don't think you understand what pre clearance is. Plenty of arrivals don't have pre clearance into ORD. Since London, ON is also ending on the UAX side and it's the only non pre clearance Canadian destination besides YKF it probably has some merit based on the value of gate spaces since both are served by small RJs. Need to make room for that afternoon Emirates A380 arrival.
