And therein lies the rub with the system. It would be so much easier if the SLI was done first. AFA policy is straight Date of Training. If they could just do the SLI first I'm sure they'd have a contact soon. We've seen this game played out before. I believe with ALPA, that was done before, and it didn't work. So now ALPA decided to do the JCBA first. But now the JCBA just becomes another tool to try to alter the SLI.
Neither works as it should. Another solution needs to be found.
