Likely it will take government days if not a week or more to be able to get first response to the area (remember roads and bridges will likely be destroyed). And then there is the long term rebuilding process which will take years (the Gulf Coast still has barren foundations from the Katrina landfall).

Will not the suburbs and surrounding cities also be affected? How much dehydrated food, seed stock, and ammunition would you recommend? Do you know where the inner city is, and what types of structures exist there?
