He never said all regional pilots were bad. he just said that the general public was not aware of the huge differences in quality (of both the operations and actual pilots) the regional industry permits. I worked at a regional with tons of great pilots, but I also worked at a company with not so great pilots.

I remember a check airman panicking that I was ref minus 2 while I was in the flare. When we got to the gate, he had to look up the definition of Vref. I don't think a major airlines has many check airmen who think that Vref is the actual stall speed of the plane or that think you can't go below Vref below 50 feet AGL.
