If I'm to understand this correctly, if you get removed from a trip for IOE, you then sit a ROE Obligation day. On this day, you can:

With regards to open time assignment, if you are on ROE, you are first in line, above any reserve holder, regardless of call out credit. There is no more limitation on an assignment fitting within your original footprint. If for instance you fly morning trips and are removed on your last day for IOE, there's no limitation that restricts the company from putting that crappy four leg trip that finishes at midnight on your schedule.

Yes that's correct. That's how I read it...first to go and no time limitation on what you can get stuck with. One of the issues I have with the TA.
