There must have been another "line in the sand" when the NC said - "How about making the bank = actual ticket price".
It makes much more sense to come up with a convoluted system of price checks with the one you actually get being contingent on when you decide to deviate. Must have been negotiated on the same day they came up with the $110K sick leave option.
