So I'm not trying to be a wise guy here, but how do you agree to a TA before the language is written?
Each section is TA'd individually, think of 20 different stacks of paper. Once all sections are TA'd, they take all of those separate stacks of paper and turn it into one document. So everything was agreed to before the final language was written.
