Of course not. The ACM is only added if a person is actually occupying the jumpseat. In what airplane can you just throw 190 pounds useful load away? In a 747 maybe? But not in an easily weight restricted Saab.
Actually, I've been told by a few different US Airways (at the time) pilots that an ACM is built into the w/b regardless of whether or not there is one. Not sure if that's changed since the merger, though.
