As an FO I would not question someone that is not part of my crew. You have no idea why they are minus the hat, lost, forgot, etc.

If it is your captain or FO you could ask why they don't wear the hat.

If pushed further on the question in the interview then pro stans if it's habitual but never a chief pilot.

Most wear the hat so it is the exception to see a pilot without it.
