It's happening, but rarely and even more rare to be less than 3,000. My class of 12 had maybe 2 guys with less than 4,000, but both just barely under that number.
I anticipate the requirement was dropped to 2,000 TT so that such candidates will actually apply. That way they can pick and choose from a wider pool, if not now then when the time comes. United's requirements are ATP-minimums - doesn't mean they're hiring anyone with that little time, but it gives them a glimpse into how the applicant pool is looking.
